On a national level, the Federal Transit Administration has made room in the budget for educational programs on the use of technology tools and how they can be used to improve rural mobility. Because, while having enough physical resources, such as vans and other vehicles is an important factor in providing rural transportation services, agencies must use these resources efficiently and effectively.

Historically, in rural and small urban areas budgets are tighter and funding sources lack sufficient dollars. This is also why regional collaboration and coordination can play a pivotal role in acquiring and maximizing public and private resources. Now, there are transportation technologies available to give rural areas the chance to achieve such regional coordination goals in a cost-effective manner.
